How is this cartoon an example of protectionism?

I know that older man is uncle sam…but why is he cutting down the tree? And some man, maybe the government is holding the US dollar bill. But protectionism is the policy of imposing duties..so how does this relate to it??
Please help!
Uncle sam is cutting the branch(america) away from the tree(world trade) which will make the branch wither and die(america will become uncompetitive and the economy will stagnate). And maybe the purchasing power of the dollar will fall when economy is cut away from trade and becomes uncompetitive.
